You must wear a helmet while riding a motorcycle in Pennsylvania UNLESS you meet the following exceptions:

You are 21 years of age or older AND:
 A.) You have been licensed to operate a motorcycle for at least two calendar years.
OR
B.) You have successfully completed an approved safety course
such as the Pennsylvania Motorcycle Safety Program.

A PASSENGER may ride without a helmet if they are 21 years of age or older AND riding with an exempt rider.
